Background on the Downtown CID


The Downtown St. Louis Community Improvement District was initially established in January 2000 for a five year term thru December 2004. The District has since been renewed for an additional seven year term commencing January 1, 2005 and continuing through December 2011.

Developed by downtown property owners, the Downtown St. Louis Community Improvement District is structured to improve and convey special benefits to properties located within the boundaries of the CID. The Community Improvement District provides new and enhanced improvements and activities, including: maintenance, security, marketing/communications, streetscape improvements, landscaping services, economic and housing development, and special events above and beyond those currently provided by the City.


Where are the boundaries of the Downtown St. Louis CID?

The renewed CID will include approximately 165 blocks.  The legal boundaries of the CID are as follows: Beginning at the intersection of the centerline of 14th Street and Interstate 40/64; thence eastwardly along the centerline of Interstate 40/64 across all intervening streets to the intersection of the centerlines of Interstate 40/64 and Interstate 70; thence northwardly along the centerline of Interstate 70 across all intervening streets to the intersection of the centerlines of Interstate 70 and Cole Street; thence westwardly along the centerline of Cole Street across all intervening streets to the intersection of the centerlines of Cole Street and 14th Street; thence southwardly along the centerline of 14th Street across all intervening streets to the intersection of the centerlines of 14th Street and Delmar Boulevard; thence westwardly along the centerline of Delmar Boulevard across all intervening streets to the intersection of the centerlines of Delmar Boulevard and 18th Street; thence southwardly along the centerline of 18th Street across all intervening streets to the intersection of the centerlines of 18th Street and Chestnut Street; thence eastwardly along the centerline of Chestnut Street across all intervening streets to the intersection of the centerlines of Chestnut Street and 14th Street; thence southwardly along the centerline of 14th Street to the intersection of the centerlines of 14th Street and at Interstate 40/64, the point of beginning.

The Downtown Partnership serves as the manager of the Downtown St. Louis Community Improvement District, a non-profit organization that provides enhanced services and programs that make downtown a cleaner, safer, more vibrant place. CID Initiatives, programs and services include Downtown Development & Investment; Business Recruitment & Retention; Housing Development & Marketing; Retail Development; Market Research; Security – Supplemental Police Patrol, Downtown CID Guides and Communications Exchange Network; Beautification & Maintenance – The Clean Team, Graffiti Removal, Sidewalk Cleaning, Landscaping and Plantings; Marketing, Special Events and Banners; and Publications that promote downtown amenities and offerings – Downtown Visitors Guide, Dining Guide, Parking Guide and Progress Report.
